The decline is concentrated at taught postgraduate level, where entrants from outside the UK fell 10%. By country of origin, entrants from India fell 12%, China 5% and Nigeria 33%, while Pakistan rose 5%. Transnational education — UK qualifications studied wholly abroad — rose 8% to 669,950, 37% above 2020/21 and now within 15,615 of the 685,565 studying in the UK itself. At provider level, The Open University accounted for 4% of all enrolments, with UCL, the University of Manchester, King's College London, the University of Birmingham and Manchester Metropolitan University making up the next largest cohorts. The subject mix is shifting as well: computing enrolments rose 7%, with artificial intelligence up 21%, while business and management remains the largest subject area at 20% of all higher education students. Five days after results day, total acceptances were up just 1.5% and non-EU acceptances up 3.4% — below the 7.4% growth in non-EU applicants at the June deadline. Concentration by nationality is deepening: Chinese acceptances rose 13.4% and now account for 26.7% of all international acceptances, against 13.1% in 2019, and acceptances from every other country combined are around 13,600 lower than in 2017. By tariff, acceptances rose 5.4% at high-tariff providers and 2.6% at medium-tariff providers, but fell 3.9% at lower-tariff institutions. Affordability shows up too: 38% of UK acceptances said they intended to live at home, more than six percentage points above 2017. The government estimates the brake will prevent around 4,300 study visas from being issued. The four countries accounted for 3,142 of the 429,254 study visas issued in 2025 (0.73%), and HESA data shows 3,875 students from them were studying in the UK in 2024/25, 2,665 of them from Myanmar. From 8 April 2026 the student visa application fee rose from £524 to £558 (+6.5%), while the student rate of the Immigration Health Surcharge (IHS) stayed at £776 a year; the Graduate Route application fee rose to £937, with IHS at £1,035 a year. For a one-year master's followed by a two-year Graduate Route, government charges alone come to £4,341 (£558 + £776 + £937 + £2,070). From 1 January 2027 the Graduate Route is cut from two years to 18 months for bachelor's and taught master's graduates, though applications made on or before 31 December 2026 still receive two years; PhD graduates keep three years. From 1 August 2028, English providers must pay a £925 international student levy per international student per year, with the first 220 students at each provider exempt — the government expects about £445 million in the first year.
